Release of the SDA Policy Framework

At its meeting on 13th November 2015, the Disability Reform Council (the Council) endorsed a pricing framework, “The Specialist Disability Accommodation Pricing and Payments Framework” (the Framework) to guide the approach to the implementation of specialist disability accommodation supports in the NDIS. The policy intent of the Framework is to result in a competitive price that attracts, over time, market players to supply new and appropriate dwelling stock. It also considers the need for stability in the transition from existing SDA arrangements to the NDIS.

The Framework outlines policy parameters that were developed jointly by jurisdictions to provide the NDIA with guidance on the establishment of SDA supports in the NDIS; including how the NDIA should set and establish prices, expectations on the participant circumstances that are likely to generate a need for SDA supports, and direction on how to operationalise the supports.

The Council has requested the NDIA apply the Framework to establish the pricing, criteria and operational parameters for SDA to be ready for the first year of transition. These will be closely monitored and reviewed.

The NDIA intends to undertake wide ranging stakeholder consultations in the first quarter of 2016. The objectives of consultations include opportunity for stakeholders to provide information on costs, projects etc. which will contribute to NDIA building an evidence base to inform the pricing of SDA, for participants and carers to signal their accommodation needs and preferences to the NDIA, and allow for feedback on the practical application and operationalisation of the Framework.
