Industry Reference Group (IRG) meeting: Tuesday 2 April 2019

Markets update

The NDIA presented on the recent announcements to Specialist Disability Accommodation, Portal Improvements, Assistive Technology and Home Modification Improvements, and the NDIA role in supporting the transition to the NDIS Quality and Safeguards Commission.

Support Coordination and Plan Management updates

The NDIA gave a briefing on improvements to Support Coordination and Plan Management, including how the NDIA is responding to recommendations made by the Productivity Commission and Disability Reform Council.

NDIA payments strategy

The NDIA gave an outline of their new payments strategy, including the current state of payments, timeframes, and nature of errors causing payment rejection.

COAG Quarterly Report Data

The Scheme Actuary presented highlights from the latest Quarterly Performance data.

Therapy Price Review outcomes and Annual Price Review process

The NDIA gave an overview of the results of the Therapy Pricing Review and rationale for the outcomes of the recent changes to attendant care and community participation supports. Information was also provided about the Annual Price Review process. 

Rural and Remote Strategy

The NDIA gave a summary of its work to develop a Rural and Remote Markets Strategy and related Thin Markets project being undertaken in partnership with the Department of Social Services.

Markets update

The NDIA presented on the recently published Market Enablement Framework and emergent approach to Local Area Market Monitoring. 

COAG Quarterly Report Data

The Scheme Actuary presented highlights from the latest Quarterly Performance data. 

NDIA price setting

The NDIA explained its work to establish a new Pricing Reference Group to review and make recommendations on all decisions relating to price control arrangements under the Scheme. The NDIA also provided an update on the implementation of recommendations from the Independent Price Review.

Complex Support Needs Pathway

The NDIA presented an overview of the design of the Complex Support Needs Participant Pathway, including the rationale for its development, key elements in the pathway, and next steps.

NDIS Quality and Safeguards Commission

The Commissioner of the NDIS Quality and Safeguards Commission, Graeme Head, provided an overview of the early work in establishing the Commission.

Self-Management and priorities in evidence-based practice

The NDIA led a discussion about the implementation of self-management in the UK, which is an established, evidence-based approach, and how this approach is being developed under the NDIS.

Market dashboard

The NDIA provided an overview of latest quarterly report data on market trends and payment growth. 

Market strategy

The NDIA led a discussion about the corporate strategy for developing the market and its market stewardship role.

Participant Pathway

The NDIA provided information about improvements to the Participant Pathway experience. 

Assistive technology and home modifications supports

The NDIA explained current and future improvements to business processes relating to Assistive Technology and Home Modification. The improvements are designed to improve timeliness and quality of decision making around the inclusion of these types of supports in participant plans.

Other business

The NDIA introduced new work on development of a Contemporary Practice and Innovation Strategy and invited feedback from members.

IRG meeting: Tuesday 17 April 2018

Review of Terms of Reference 

Members discussed the Terms of Reference, and a suggestion was made to add member representation from Early Childhood Early Intervention.
The reference group agreed the statement of purpose be amended to include provider readiness and supporting market development, intended outcomes for participants and to acknowledge mainstream interface challenges.

The Scheme Actuary presented highlights from the latest Quarterly Performance Data.

Workforce research

The NDIA provided an overview on a workforce research project being conducted by Alpha Beta to better understand future disability workforce requirements under the Scheme. 

Independent Pricing Review 

The NDIA reported on the status of implementation of recommendations from the Independent Price Review. There was discussion about the need to better define key terms and further develop the methodology used to support calculation of attendant care rates.

Establishment of the NDIS Quality and Safeguards Commission

The NDIA provided an update on its role in working with the Department of Social Services to support the establishment of the NDIS Quality and Safeguards Commission. 

Other business

A range of agenda items were proposed for consideration for the next meeting including improvements to the Participant and Provider Pathway.
