NDIS in New South Wales

The first stage of the National Disability Insurance Scheme (NDIS) in New South Wales began in the Hunter area on 1 July 2013. From 1 July 2015 the NDIS started in the Nepean Blue Mountains area for children and young people under 18 years of age.

From 1 July 2016 the NDIS will begin to be available across other areas of New South Wales.

Who can access the NDIS?

The NDIS is being introduced in stages, because it’s a big change and it is important to get it right and make it sustainable. Existing service users and new participants will enter the scheme progressively.

In NSW, the NDIS will be rolled out by district. When the NDIS commences in a district, people currently receiving supports through New South Wales Government specialist disability services will be moving first.

Existing Commonwealth and state-based services and supports will continue until eligible people with disability start their plans with the NDIS.

If you are not currently receiving disability supports you can apply to access the NDIS from 1 July 2018 (except those in urgent or exceptional circumstances).

Nepean Blue Mountains

The NDIS commenced in the Nepean Blue Mountains area from 1 July 2015 for children and young people under 18 years of age. From September, up to 2000 children and young people under 18 years of age on 1 July 2015 will gradually phase into the Scheme, receiving individualised plans.

For everyone else in the district, the scheme will be available from July 2016.

Transitional Arrangements

A bilateral agreement was signed by Prime Minister Malcolm Turnbull and New South Wales (NSW) Premier Mike Baird on 16 September 2015 for the roll out of the National Disability Insurance Scheme (NDIS) in New South Wales. You can read the agreement on the COAG website.

An Operational Plan (the Plan) is an agreement between the National Disability Insurance Agency (NDIA), Commonwealth and NSW governments. The Plan outlines how the three parties will work together to implement the NDIS in NSW.

The Plan is made up of 20 different sections in two parts:

  • Part one is about the bilateral and national policy.
  • Part two is about administration and service delivery.

Local Area Coordination

The NDIA has commissioned within Commonwealth Grant Guidelines two well known community based organisations to deliver NSW Local Area Coordination (LAC) transition services. Uniting and St Vincent de Paul Society NSW have been selected to deliver the NSW LAC functions for NSW transition period from January 2016 – June 2018.

Uniting website for the districts of Nepean Blue Mountains, Northern Sydney, Western Sydney and Southern NSW from February 2016. Future opportunities will also be available for the Illawarra Shoalhaven district which will commence in 2017.

St Vincent de Paul website for the districts of South Western Sydney, Central Coast and Hunter New England. Future opportunities will also be available for the Sydney and South Eastern Sydney districts which will commence in 2017.
