6. The age requirements

A prospective participant will meet the age requirements if they:

  • are under 65 years of age when their access request is received by the NDIA (section 22(1)(a)); and
  • where relevant, meet any NDIS area specific age requirements (section 22(1)(b)).

6.1 Under 65 years of age

If a prospective participant is 65 years of age or older when the access request is made, the NDIA must decide that they do not meet the access criteria.

The requirement to be under 65 years of age to become a NDIS participant recognises that the NDIS is part of a broader system of support in Australia, with the intention that people over 65 should access the aged care system.

6.2 NDIS area specific age requirements

The Becoming a Participant Rules impose additional age requirements to access the NDIS in certain areas. These requirements are temporary in nature and will only apply during the NDIS full scheme progressive roll out.

6.2.1 Additional age requirements for South Australia, Tasmania and Queensland

The additional age requirements for South Australia, Tasmania and Queensland are set out in Schedule A of this Operational Guideline.

6.2.2 Residents of New South Wales, Victoria, Australian Capital Territory, Western Australia or Northern Territory

There are no additional age requirements for residents of New South Wales, Victoria, Australian Capital Territory, Western Australia or Northern Territory.
