Quality supports program

In response to the 2023-24 Annual Pricing Review (APR), the Hon Bill Shorten MP announced the Agency’s upcoming Quality Supports program.

While this year’s Annual Price Review recommended minimal immediate changes, the NDIA is committing to more significant work to strengthen the NDIS pricing model to ensure a quality, diverse provider market is able to meet the individual needs of participants.

The NDIA aims to deliver a new pricing approach by 2025 that ensures the market can support the diverse needs of NDIS participants and the Scheme’s ongoing sustainability.

While the review into NDIS pricing takes place, the NDIA will work closely with providers to ensure they have the information, support and resources needed to continue delivering vital supports to participants.

One of the ways the NDIA intends to do this is through the new Quality Supports program.  

The program will establish two 12-month pilots and will focus on the delivery of Supported Independent Living (SIL) and Support Coordination. Both pilots will commence in 2025.

The pilots will focus on working with providers to identify features of quality service provision and good practice through the delivery of a diverse range of services.

The pilots will evaluate the costs and outcomes associated with providing quality services, including to participants who have complex support needs and are at risk of not receiving supports.

The Agency will be inviting established NDIS providers who have demonstrated experience delivering services to participants in the areas of supported independent living and support co-ordination with a focus on complex participants at risk of not receiving the supports they need.  

Supported Independent Living Pilot 

To participate in the pilot for SIL, providers will need to meet certain eligibility requirements.

These requirements may include being an active provider, meeting registration requirements to assist participants that have complex disability related health supports and behavioural specialist intervention needs, including the delivery of high intensity supports and providing supports to a significant number of participants. 

Support Coordination Pilot 

To participate in the Support Co-ordination pilot, providers will need to meet certain eligibility requirements.

These requirements may include being an active provider, registered to offer level 2 and 3 Support Co-ordination as their primary service offering and have a track record of delivering services to a significant number of participants.

Providers participating in either of the two 12-month pilots will need to comply with the NDIA and NDIS Quality and Safeguards Commission (NQSC) provider requirements. 

Final eligibility criteria for both pilots will be published on the NDIS Website ahead of the release of the grant for information purposes. The Agency will then assess applications from eligible providers, based on Selection Criteria that will be published in the Grant Guidelines.  

NDIS participants will continue to have the choice and control to engage in services of their choice during the pilots. The outcomes of the pilots will help inform future market and pricing approaches that deliver the best outcomes for NDIS participants and a strong and sustainable market for these services.
