Consultation for the 2025-26 Annual Pricing Review has closed

The consultation for this year’s Annual Pricing Review closed on 8 February 2026.

Your feedback will help inform the Annual Pricing Review recommendations which will be released soon.

The NDIA will continue to work closely with participants, their families and carers, providers and the broader disability community.

We will publish a consultation report with key themes of the feedback we received, and how this feedback informed the recommendations in our 2025-26 Annual Pricing Review Report.

PAPL updates – in effect 24 November 2025

We have updated the Pricing Arrangements and Price Limits and supporting documents as part of our regular process to keep our pricing and guidance up to date and in line with policy.

We listened to feedback from participants and providers who asked for earlier notice on updates to pricing.

These changes will come into effect on 24 November 2025.

Key changes include:

Change to the price limit for Art Therapists and Music Therapists as recommended by the Independent Review of Art and Music Therapies.
Updates to the guidance for claiming of ‘Other Professional’ support items to align with recommendations of the Independent Review of Art and Music Therapies.
Removal of the COVID Addendum and related support items.
Implementation of the most recent Department of Health, Disability and Ageing updates to the Modified Monash Model classifications.
Updates to the Specialist Disability Accommodation calculator as part of the annual process to index Specialist Disability Accommodation pricing following updates to the Disability Support Pension indexation.
Updates to the Pricing Arrangements and Pricing Limits and the Assistive Technology, Home Modifications and Consumables Code Guide to ensure alignment with the NDIS Supports List, including:
- Creating, modifying and deleting support items in the Assistive Technology, Home Modifications and Consumables Code Guide.
- Updating the descriptions of Community Social and Recreational Activities, Innovative Community Participation and Community Participation Activities items in the Pricing Arrangements and Pricing Limits.

SDA updates – announced 30 June 2025

The NDIS Pricing Arrangements for Specialist Disability Accommodation 2025-26 has been released.

These prices are effective from 1 July 2025.

PAPL updates – announced 16 June 2025

The updated NDIS Pricing Arrangements and Price Limits (PAPL) 2025-26 has been published, following the release of the 2024-25 Annual Pricing Review recommendations.

The pricing updates come into effect on 1 July 2025. The NDIA has made further PAPL updates, in addition to the APR recommendations.

Changing the early childhood age limit from 7 to 9 years old.

The early childhood approach now covers children up to 9 years old. This change is shown in the PAPL.

New text added to explain provider responsibilities and conflicts of interest.

This explains a provider’s duty to declare and manage any conflict of interest.

APR updates – announced 11 June 2025

Today, the NDIA released the outcomes of the 2024-25 Annual Price Review.

The NDIA is committed to implementing a range of reforms to help shape an NDIS marketplace that is fair, equitable and sustainable.

Changing the early childhood age limit from 7 to 9 years old.

Previous pricing updates

Starting from 1 October 2024, under certain circumstances, providers will be able to claim Intensive and Complex Behaviour Supports at the same price limit as High Intensity Supports.

This change addresses concerns that arose when the term “challenging behaviours” was removed from the High Intensity Support definition in the Pricing Arrangements and Price Limits.

Providers offering these supports can claim the higher price limit:

Assistance with Daily Life Tasks in a Group or Shared Living Arrangement
Daily Personal Activities
Participation in Community, Social and Civic Activities
Group and Centre Based Activities

To charge for this support, providers must:

Provide behaviour support that are in line with participant’s plans.
Be registered and assessed for Module 2A by 30 June 2025, or
Apply for registration (new or amended) with a completed Module 2A audit by 30 June 2025.

The NDIA have released a plain English version of the 2023-24 Annual Pricing Review (APR).

This is the first time we have published a plain English version of the APR.

The plain English version does not change any of the recommendations previously released to market in the 2023-24 APR.

The National Disability Insurance Agency (NDIA) has announced changes to National Disability Insurance Scheme (NDIS) pricing, ahead of proposed broader reforms that will strengthen the NDIS provider market.

The APR sets the maximum price limits that NDIS providers and health professionals are permitted to charge when providing services to NDIS participants.

This year, the key changes include the following:

Fully implementing the Fair Work Commission's decision to increase minimum wages in awards and superannuation, ensuring providers can fairly compensate their workers.
Increasing price limits for supports that are determined by the NDIS DSW Cost Model, including Level 1 support coordination services, to reflect changes in the minimum wages following the Fair Work Commission’s Annual Wage Review.
Increasing the price limits for psychologists, nurses and other supports based on how much wages and the cost of living have gone up.
Maintaining existing pricing arrangements and price limits for therapy (except for psychologists) and support coordination level 2 and 3.
Adjusting short-notice cancellation period for non-Disability Support Worker-related supports to 2 business days to better reflect market norms.

The plans of NDIS participants will be adjusted starting in July, with funding being indexed on 13 July to account for these pricing changes.

The Temporary Transformation Payment (TTP) for disability support worker-related supports will end on 30 June 2024.

Providers will no longer be able to claim the TTP loading for services delivered on or after 1 July 2024.

Providers are encouraged to update their billing, invoicing, and record-keeping systems to reflect standard support item prices. Also, providers should review and adjust service agreements with participants as needed, ensuring clear communication about the TTP ending.

We have published an updated Pricing Arrangements for Specialist Disability Accommodation (SDA) 2023-24 and SDA Price Calculator 2023-24.

Maximum reasonable rent contribution (MRRC) and maximum board amount

Effective from 20 March 2024, the fortnightly MRRC has increased:
- to $463.75 for a single person (an increase of $8.29)
- to $296.31 for each member of a couple (an increase of $5.28).
Effective from 20 March 2024, the fortnightly maximum board contribution has increased:
- to $524.40 for a single person (an increase of $9.05)
- to $395.25 for each member of a couple (an increase of $6.80).

Providers must honour existing service agreements with participants and ensure they are compliant with Appendix I – SDA Terms of Business from the Pricing Arrangements for SDA 2023-24.

Key pricing changes effective 1 January 2024

As of 1 January 2024, the transitional period for group and centre-based pricing is now complete.

This transition period commenced in July 2019 and concluded on 31 December 2023, allowing providers to move from ratio-based pricing to a fairer and more transparent pricing for group-based supports.

The ratio-based support items have been permanently removed from the NDIS Pricing Arrangements and Price Limits and moved to the Legacy tab of the NDIS Support Catalogue.

Providers must use the Bulk Payment Request Template for services delivered in arrears before 1 January 2024.

Services delivered after that date will be rejected by the payment system.

Starting 1 January 2024, all claiming for group and centre-based supports under Assistance with Social and Community Participation must follow the updated pricing arrangements.

We have updated the Pricing Arrangements and Price Limits document to clarify and improve arrangements for some travel costs.

Assistance with daily life and supported independent living

We have included extra support items for Provider Travel – Non-labour costs. This allows participants to utilise the support from their Core budget in cases where Capacity Building funds are not flexible.

In support of this change, we have updated the NDIS Support Catalogue with new item numbers and descriptions.

General transport

We have updated a few words, to clarify that this support item allows a participant to pay a provider to transport them to an activity. This could include an activity that is not itself a support. It also includes supports delivered by another provider.

We have released an updated PAPL with revised wording to provide more clarity for providers of group-based supports and supported independent living.

Group-based supports

The update explains that providers can gradually transition participants as part of a group or centre-based support in stages. This means different groups of participants can transition at different times, which may align better with typical events such as end of program or service agreements.

Supported independent living

Following the annual indexation of a participant’s plan, providers can liaise with participants about the adjusted remaining SIL funds. If the participant agrees, providers can adjust the weekly claim amount based on the number of weeks remaining in the plan and total plan funding available for SIL.

Disability Support Worker (DSW) and related supports

An extension of the temporary loading for a further 12 months at 1% from 1 July 2023. This temporary loading will cease from 1 July 2024.
Inclusion of paid family and domestic violence leave into the DSW Cost Model. As a result, price limits will increase by 0.1%.
Passing on the increase in Superannuation Guarantee Charge of 0.5% in full.
Increased price limits for supports that are determined by the NDIS DSW Cost Model to reflect any changes in the minimum wages specified in the Social, Community, Home Care and Disability Services Industry Award 2010 (SCHADS Award) following the Fair Work Commission’s National Minimum Wage Review.

Therapy supports

After extensive market analysis and consultation, there will be no adjustment to the pricing arrangements and price limits for therapy supports on 1 July 2023.
The market for therapy continues to attract new providers entering the market. Results from extensive benchmarking analysis suggest the current NDIS price limit of $193.99 is above the average fully loaded hourly cost of most types of therapy professionals.
Comparison to other government therapy schemes and private billing rates suggest that NDIS price limits for therapy supports remain competitive, with the NDIS price limits remain in the middle or upper range for most therapies.
We have invested significantly in the therapy market, with the amount claimed rising by 26% to $1.6 billion over the six months to December 2022, compared to the six months to December 2021.

Support coordination and plan management supports

Level 1 support coordination will be indexed in line with the indexation of supports determined by the NDIS DSW Cost Model.
After careful market analysis and consultation, there will be no adjustment to the pricing arrangements and price limits for support coordination level 2 and 3.
After careful market analysis and consultation, there will be no adjustment to the price limits of plan management supports. The growth of participants and providers of plan management supports over the past two years suggests this market is still viable.
We have invested significantly in the markets for support coordination (amount claimed rose by 15% to $428 million) and plan management (amount claimed rose by 14% to $228 million) over the six months to December 2022, compared to the six months to December 2021.
The NDIA looks forward to working closely with the sector and individual support coordinators to develop a better understanding of worker composition and cost structure.

Other Supports

The price limit for Other Supports will be increased by 4.36% from 1 July. The rate is calculated by combining 80% of the movement in the ABS Wage Price Index (3.7%) and 20% of the movement in the ABS Consumer Price Index (7%) over the 12 months leading up the March quarter preceding the indexation date.

Temporary Transformation Payment (TTP) Loading

Maintain the scheduled reduction in the TTP loading to 1.5%. The TTP Loading will cease from 1 July 2024.

The Annual Pricing Review (APR) is important to regularly review pricing arrangements and price limits to ensure participants can access high quality supports while also receiving value for money.

This year, the price limits for supports delivered by disability support workers will be adjusted on 1 July 2023 by 5.3% to account for:

The Fair Work Commission’s (FWC) National Minimum Wage decision to increase minimum award wages by 5.75%. This change will also come into effect for Level 1 Support Co-ordinators.
An extension of the temporary loading for a further 12 months at 1% from 1 July 2023 with this ceasing on 1 July 2024.
Inclusion of paid family and domestic violence leave into the Disability Support Worker Cost Model - increase by 0.1% from 1 July to reflect the new entitlements for workers in the industry.
Passing on the increase in Superannuation Guarantee Charge of 0.5% in full.

After careful market analysis and consultation, there will be no adjustment to the pricing arrangements and price limits for therapy, plan management and support coordination levels 2 and 3.

The plans of NDIS participants will be adjusted from July, with funding to be indexed on 10 July to account for these pricing changes.

Extension of Group-based Supports (GBS) Transition

We are extending the transitional pricing arrangements for group-based supports until 31 December 2023.

This allows providers additional time to successfully transition to the new pricing arrangement, which will be further supported through the release of provider guidance.

Clarifying claiming of Non-Face-to-Face Supports

Under the new pricing arrangement, providers and participants have more flexibility to agree on non-face-to-face support fees that reflect the cost of meeting the individual participant’s need for a group-based support.

These changes will allow providers to develop more averaged approaches to charging non-face-to-face support costs, reducing administrative burden, and are in response to feedback received through extensive consultation undertaken with the sector in late 2022.

The fee charged for non-face-to-face supports must be reflective of the needs of the participant in the group-based support and requires providers to agree the non-face-to-face support costs with a participant upfront, to ensure a participant has transparency of these costs.

Increasing maximum duration of Programs of Support from 12 weeks to 6 months

From 5 May 2023 the maximum duration of programs of support was extended from up to 12 weeks to up to 6 months.

While some participants and providers will welcome the option to move to longer Programs of Support, the NDIA reiterates that this is a maximum length and shorter Programs of Support can still be agreed between participants and providers if preferred.

Extension of subscription claiming to flexibly provided high cost assistive technology (AT)

From 5 May 2023 flexible packages of high cost AT, particularly for participants with changing needs, can use an extension to subscription claiming rules.

For packages of high cost assistive technology (AT) (05 budget category), the claiming limit for a subscription is set at $10,000 per year. All the conditions listed for subscription services apply.

Participants/providers can only claim the increased subscription limit where the total value of the assistive technology available and supplied through the AT package costs $15,000 or more.

The package value is based on the market purchase price of the items that make up the package provided.

Updates to NDIS Pricing Arrangements for SDA 2022-23

Effective 20 March 2023,the NDIA has published an updated Pricing Arrangements for Specialist Disability Accommodation 2022-23 and SDA Price Calculator 2022-23.

We have updated the maximum reasonable rent contribution (MRRC) and board amounts in line with increases to the Disability Support Pension. Changes are effective from 20 March 2023.
Effective 20 March 2023, support item 06_434_0131_2_2, Specialist Disability Accommodation Monthly Amount will be removed from NDIS Pricing Arrangements for SDA 2022-23.
Under Appendix G, the pricing arrangements for SDA and SDA Calculator now include annual base prices SDA eligible participants who live in shared living arrangements including people who are not SDA-eligible.
