The NDIA’s three-year pricing workplan sets out a staged program of pricing improvements designed to ensure NDIS markets are able to deliver high-quality, sustainable supports for participants.
In the 2024-25 Annual Pricing Review we committed to releasing a three-year pricing workplan to provide clarity to the disability community, providers, and the broader sector about our pricing approach through 2025-2028.
The workplan provides participants and providers with clarity by detailing the evidence-based reviews that will inform pricing decisions and the timeframes.
It demonstrates our commitment to transparent consultation processes that respond to market challenges and maintain participant choice and provider sustainability.
Developed in close collaboration with the NDIS Quality and Safeguards Commission and the Department of Health, Disability, and Ageing, the workplan balances the need to address emerging market pressures with the importance of measured, evidence-based decision-making that considers system-wide impacts.
Each year, the workplan builds on the evidence, reviews and implementation readiness achieved in the previous year.
Year 1: Immediate action and evidence building 2025-26
The actions in year 1 develop the foundations for future pricing design.
Year 1 focusses on evidence building such as quality support pilots, targeted market analysis and the 2025-26 annual pricing review.
The 4 actions include:
- Annual Pricing Review: Core mechanism of stewardship
- Quality supports pilots: Building the evidence base
- Review of the application of Modified Monash Model and remote towns: Rural and remote reviews
- Implementation, stewardship and continuous improvement: Enhanced real-time market monitoring and interventions.
Year 2: Evidence informed design and targeted implementation 2026-27
This is the phase where pricing approaches are designed and tested.
The focus is on formal pricing reviews and design work that is guided by terms of reference informed by the 2025-26 annual pricing review, pilot insights, data and targeted consultation.
The 5 actions include:
- Annual Pricing Review: Progressive implementation and market expansion
- Using pilot evidence to drive reform design: Application of pilot evidence
- Therapy pricing review: evidence integration and design
- Supported independent living pricing review: Integration and design
- Intermediary supports: Specifications and pricing.
Year 3: Implementation and refinement 2027-28
Year 3 focusses on implementation and consolidation, embedding the outcomes of major reviews, monitoring early impacts, and preparing future stewardship cycles.
The 4 actions include:
- Annual Pricing Review: Integration and ongoing stewardship
- Supported independent living: Integration and refinement
- Therapy pricing review: Consolidation and evaluation
- Specialist disability accommodation (SDA) pricing review: consolidation and evaluation.
